Angela HarringtonUBT DirectorAngela has been employed with OCSEA since March 1999. Angela is responsible for the overall administration and coordination of Trust programs and initiatives. Union Benefits Trust offers dental, vision, the legal service plan and life insurance benefits to Union represented State employees. She was previously the Education Director where she managed labor education trainings for OCSEA members and staff. Angela attended Ohio University, Franklin University and Central Michigan University receiving bachelor’s and master’s degrees in Business Administration, Business Management and Human Resources. She has certificates from HarvardX online, The Ohio State University Public Nonprofit Leadership Program and has a certification in Occupational Safety and Health Administration (OSHA). She currently serves as a Board Member on the Columbus Area Labor Management Committee (CALMC)

Lisa DavisFinancial AdministratorLisa has been employed with OCSEA since 2016. She was previously the Assistant Comptroller with OCSEA and moved into her current position as Financial Administrator with UBT in October 2022. Lisa attended Kent State University and Otterbein University where she majored in accounting and computer science and received her bachelor’s in accounting. She has been working as an accounting manager for over 30 years and has extensive experience in accounting and benefits. Her background includes working for a national TPA corporation that administered benefits for one of the largest trusts of schools in Ohio. She is responsible for all financial aspects of UBT, works with the state on electronic retrieval and dissemination of files, generates reports and queries from the database for UBT benefit vendors, and oversees the Trust’s database.

Annette ArtisBenefits Analyst 1Annette has been employed with UBT and OCSEA since 2014 and was previously the UBT Customer Service Representative. She has several years of experience in various benefits and directly handles dental, vision and life insurance vendor contact. Annette attends benefit fairs and member events and maintains relationships and communications with State of Ohio Human Resources and DAS representatives to assure coverage for bargaining unit employees.

Asia TrussBenefits Analyst 1Asia has been employed with UBT since May 2017 and she is a graduate of Shawnee State University with a bachelor’s in healthcare administration. Asia is responsible for establishing and maintaining good relationships with vendors, State of Ohio payroll/ personnel officers and others to accomplish objectives while also administrating COBRA.
